小雨点集团董事长谢立斌：重庆，我的“初心”实现之地

近日，小雨点集团创始人兼董事长谢立斌接受重庆市唯一大型英文期刊《魅力重庆》采访。在采访中，他从创业机缘、小雨点初心以及对渝港合作的见解三个方面展开分享。

“初心”实现之地

Where the "Original Aspiration" is Fulfilled

2010年的时候，我在全球多地做金融律师已经二十五年。多年深耕金融领域，让我相信无数中小企业的发展将会是未来中国经济的有力支撑。可是在当时，很多中小企业连生存都难，更难谈发展，他们的创业之路大多因为融资难、融资贵、融资慢而夭折了。那个时候我就在想，有没有一条路能够解决这些问题？后来，美国一家科技金融的公司的成功故事给了我启发，使得我相信科技金融能够帮助内地中小企业更好发展。这也是小雨点存在的“初心”：打造一家用科技推动普惠金融的公司，以科技立本，以科技创新解决客户上述的融资难题。而彼时，适逢中国第三个国家级新区——重庆两江新区成立，为金融创新提供了强有力的政策支持。在香港著名商界巨子李兆基先生及其家族基金的大力支持下，李家诚先生同我一起于2015年在重庆创立了小雨点，2016年获批全国网络小贷经营资质并业务正式上线。我觉得这就是我跟重庆的特殊缘分，让我以金融科技“初心”埋下的种子找到了生根的热土。

In 2010, I had been working as a finance lawyer for 25 years in many parts of the world. Years of deep involvement in the finance has convinced me that the growth of countless small and micro-sized enterprises (SMEs) will provide powerful support for China's economy in the years to come. However, back in those days, many SMEs had difficulty surviving, let alone growing. Their entrepreneurial endeavours were curtailed largely due to the difficulties, high costs, and inefficiencies of obtaining financing. At that time, I wondered if there was a way to solve these problems. Later, the success story of a Fintech company in the United States inspired me to believe that Fintech could help SMEs in Mainland China develop better. This is the "original aspiration" of XYD: to build a company that uses technology to promote inclusive finance, leveraging technological innovation to solve the customers’ problems in obtaining financing. At the time, Chongqing Liangjiang New Area, the third State-level New Area in China, had just been established, providing strong policy support for financial innovation. With the strong support of Hong Kong's prominent business tycoon Mr. Lee Shau-Kee and his family foundation, Mr. Martin Lee and I co-founded XYD in Chongqing in 2015. In 2016, we obtained a national licence to offer small loans online and officially launched our business. This has forged my very special connection with Chongqing, for it has provided a fertile ground on which my "original aspiration" of Fintech will grow.

“润物细无声”

“Silently Nourishing Things”

山城重庆的雨雾非常有特点，整个城市笼罩在一层薄薄的雾气中，给人一种神秘而浪漫的感觉，让人能够直观感受到雨润万物的感觉。重庆独特的气候也给我带来了很多的灵感，小雨点的格言是“融融小雨点，润物细无声”。我们提出要以科技创新来解决普惠金融的难题，小雨点“润物细无声”的涵义就是通过金融科技来提高风控和运营能力，以降低用户的使用门槛，让金融真正实现普惠。截至2023年12月，小雨点的业务已经覆盖好几个领域，包括物流、绿色出行、绿色塑化、医药等多个行业，累计发放贷款超过350亿人民币，累计服务用户超过565万人。集团共申请专利184项，其中国内申请148件, 涉外36件，涵盖人工智能、区块链、信息安全等多个领域。我们在重庆还拥有小贷行业首家市级博士后工作站，并于2023年完成首位博士后出站。

The mist in Chongqing is very distinctive. The entire city is often shrouded in a thin layer of mist, giving a mysterious and romantic feeling and making people instinctively feel the rain nourishing the ground. Chongqing's unique climate has also brought me a lot of inspiration. The motto of XYD is ”Gentle drizzling rain, silently nourishing things”. We advocate to solve the problem of inclusive finance through technological innovation. The connotation of "silently nourishing things" in XYD is to improve risk management and operational capabilities through financial technology, so as to lower the usage bar for users and make finance truly inclusive. As of December 2023, XYD's business has covered several sectors, including logistics, green transport, green plasticization, pharmaceuticals and more, with loan disbursements totalling more than CNY35 billion and a total of more than 5.65 million customers served. The group has applied for 184 patents, comprising 148 domestic applications and 36 foreign applications and spanning artificial intelligence, blockchain, data security and other fields. We are also the first municipal-level post-doctoral workstation in the micro-loan industry in Chongqing, and completed the first post-doctoral exit in 2023.

看好“渝港合作”

Chongqing-Hong Kong Collaboration

2023年5月，在国务院港澳办的指导和支持下，渝港合作会议机制正式建立。通过渝港合作会议第一次会议，渝港双方明确了未来将在“一带一路”建设和经贸投资、金融、科技创新、物流、文化和旅游、教育、人才交流、青年发展、法律和争议解决、医疗卫生及中医药、便利港人在内地发展等11个领域47条合作内容框架下开展务实合作。我认为这对于重庆与香港都是一个巨大的机遇。渝港两地都是具有全国影响力的重要经济中心，重庆是一个在制造业、信息产业和消费等领域都领先全国的直辖市，香港是国际金融中心，两者之间有着天然互补的优势。渝港合作会议机制的建立与不断深化，一定会让渝港两地两地经贸合作释放更大的潜能。

In May 2023, under the guidance and support of the Hong Kong and Macao Affairs Office of the State Council, the Chongqing-Hong Kong Collaboration Conference mechanism was officially established. Through the first conference, Chongqing and Hong Kong have made it clear that in the future, they will carry out pragmatic collaboration within the framework of 47 collaboration contents in 11 fields, including the "the Belt and Road" construction and economic and trade investment, finance, scientific and technological innovation, logistics, culture and tourism, education, talent exchange, youth development, law and dispute resolution, medical care and traditional Chinese medicine, and facilitating the development of Hong Kong people in the Mainland. I think this is a huge opportunity for both Chongqing and Hong Kong. Both cities are important economic centres with national influence. Chongqing is a municipality leading the country in manufacturing, information industry, and consumption. Hong Kong is an international financial centre. There are natural complementary advantages between the two cities. The establishment and continuing deepening of the Chongqing-Hong Kong Collaboration Conference mechanism will definitely unleash further potential for economic and trade cooperation between the two places.
